QLD:Suncorp demands access to flood inquiry

GOLD COAST, April 28 AAP - Queensland's largest provider of flood insurance has warned
it may be unable to keep offering cover for flood-prone areas if it can't get comfort
about dam management, building standards and other issues.
Suncorp was refused leave to appear before the state's flood inquiry but has made a
written submission on flood preparedness for next summer's wet season, particularly dam
operations.
It has also submitted more information in support of its application to appear before
the hearings.
In its submission, Suncorp says it is in everyone's interest to have a healthy and
competitive insurance industry able to offer affordable cover for natural hazard risks.
"The key to success in providing comprehensive cover for natural hazards is the ability
to accurately assess and price risk," it said.
"The recent floods ... have called into question many of the underlying beliefs and
assumptions regarding flood risks in Queensland.
"As the major provider of flood insurance in Queensland, Suncorp believes that it should
have the opportunity to contribute to the inquiry on the issue of dam operations, future
management of water infrastructure, and other matters."
Suncorp says changes in dam operations and flood mitigation and planning policies could
affect its ability to accurately assess flood risk and obtain reinsurance cover.
It expects future negotiations with reinsurers to be more difficult and demanding,
with requirements for much more detailed information than in previous years.
"In particular, it is anticipated that previously held assumptions as to the effectiveness
of Wivenhoe Dam as a flood mitigation measure will no longer apply," the submission says.
Suncorp says it has to be sure there will be appropriate management of dams, flood
mitigation infrastructure and management, and building standards and requirements in flood-prone
areas.
"If it is not possible to get a sufficient level of comfort ... it may not be possible
to economically price insurance, or acquire reinsurance, of flood-prone areas of Queensland
for the next wet season and future years," it said.
The insurer is concerned the inquiry might produce findings that curb its flood insurance
business in Queensland.
"There exists the prospect of findings and recommendations adverse to Suncorp's interests,
including recommendations which, if implemented, will inhibit Suncorp's capacity to continue
to offer flood insurance in the Queensland market."

FED:Gillard says buck stops with her on health
Prime Minister JULIA GILLARD has begun selling her new 20 billion dollar hospitals
funding deal with the states and territories .. saying the buck stops with her.
She emerged from a marathon meeting with premiers yesterday promising more hospital
beds and local control .. under an agreement which includes a national pool of state and
federal money to fund hospitals from 2012 .. and targets for emergency departments and
elective surgery.
In a round of interviews today .. she's admitted some of the targets will be hard to
meet .. but says it's up to her to make sure the money flows to public hospitals.
The Australian Medical Association says people shouldn't get hung up on targets ..
and the new deal will cut red tape and help put an end to the health blame game between
governments.

VIC:Teen drowns in Yarra
A 25-year-old man's being questioned by police following the apparent drowning of a
teenage boy in Melbourne's Yarra River.
Police say the 16-year-old Deer Park boy fell from the Elizabeth Street footbridge
about nine o'clock last night.
Search and Rescue members recovered the body more than three hours later.
A 15-year-old boy's been questioned and released pending further inquiries.

NSW: Treasurer accused of misleading parliament over Lotteries
SYDNEY, April 23 AAP - NSW Treasurer Eric Roozendaal has been accused of misleading
parliament by saying there were no complaints about the sale of the state's Lotteries.
Mr Roozendaal told NSW parliament on Wednesday: "No complaint has been made by any
of the unsuccessful bidders about the Lotteries sale process".
But The Sydney Morning Herald reports a letter from a law firm representing bidders
G-Tech/Ontario Teachers complains about the government allowing the Tatts Group to include
unclaimed prizes in its winning bid.
The letter to the government's lawyers is titled Concerns concerning offer based on
retention of unclaimed prizes, the Herald reported on Friday.
Mr Roozendaal told the newspaper he did not mislead parliament because no formal complaints
had been made to the probity auditor.

A 29-year-old man is on the run from police .. after a bloody fight which left a man
dead in a Melbourne lane.
Police say the 48-year-old victim was repeatedly struck in the head with an iron bar
in Queens Lane before 9am (AEDT) today.
They say the suspect then ran away .. and is believed to have thrown the weapon away
somewhere in the area.
The pair allegedly knew each other as former room-mates living in the same boarding house.
Police say they know who the man is .. and want him to turn himself in.

THE country's massive Internet regulator, the Communications Authority
of Thailand, has come up with the idea of having local Internet service
providers restrict their customers from accessing Web sites that the authority
deems undesirable, in spite of the total failure of such proposals in other
countries.
The plan will force local ISPs to erect technical barriers such as
Internet filtering software, ''to protect Internet users from immoral or
improper information on the Internet''.
According to a source from CAT -- which is a compulsory shareholder in
all ISPs in Thailand -- CAT's governor and its legal team will soon send
letters to all local ISPs asking for ''cooperation'' in making it impossible
for their paying customers to access Web sites considered by the authority
to be inappropriate.
''The plan is expected to make the Internet network clean and free
from being a means to motivate Thai youngsters towards immoral acts,''
the source explained.
He said that the plan would call for local ISPs to set up measures to
examine what he called pornographic sites routinely, as well as insisting
that ISPs use Internet filtering software to monitor so-called indecent
sites.
''When Internet users attempt to enter sites on a list, a filter will
examine the requested site, and if it's related to what we consider pornography,
the software will cut the connection automatically,'' he explained.
He said that in these cases, CAT will give full rights to local ISPs
to block explicit materials on the Internet.
Since Thai society is highly moral in character with its shy, modest
people easily offended by sexually-related material, established in a country
where sexual exploitation is virtually unknown, using the Internet to access
indecency or improper information should be blocked sometimes, the source
commented.
The source added that CAT planned to send the letter seeking
cooperation to local ISPs this month to ''encourage'' ISPs to implement
protective measures as soon as possible.
In the meantime CAT will also ask local ISPs to block certain existing
sites on a case-by-case basis and if new sites emerge that are considered
undesirable they should be added to the list.
The idea is a result of news last month that a Web site planned to
broadcast the first sexual encounter between a couple who claimed to be
18- year-old virgins. This site was subsequently cancelled after being
proven a hoax.
''After this incident, CAT considered it has a moral duty to protect
society from explicit material on the Internet, especially youngsters in
Thailand,'' he said.
Anew Corporation's vice chairman Prasart Sribhadung has also agreed to
protect the firm's customers from what he said was improper content on
the Internet network.
He said that if the authority sent a letter to the company seeking
''cooperation'', the company would filter its Internet services.
''I think that such protection will help preserve the high moral
standards in Thai society and Thai culture, keeping it on the right path,
while preventing our children from absorbing so much of that improper Western
influence that is so contrary to our established standards,'' he said.
Meanwhile at Loxley Information Systems, (Loxinfo), the president,
Vivatvong Vichit-Vadakan said the company would also cooperate with CAT
in its attempt to determine what was appropriate for adults.
However he said that the best way to protect Internet users,
especially impressionable youngsters, was at the family level, rather than
forcing ISPs to take this responsibility, because many Web sites that seemed
sexually related were actually of a medical nature and provided useful
educational content.
''Parents should pay closer attention to what their children access
and teach them to separate good from bad things,'' he added.

Vic: Teen charged with manslaughter over speedboat death
MELBOURNE, Dec 28 AAP - Police have charged a Melbourne teenager with manslaughter
following the death of a young woman who was flung from a speedboat when it hit a tree
in central Victoria.
Police expected to question the 16-year-old male driver of the speedboat on Monday
at his hospital bedside about the weekend mishap at Lake Eildon.
They confirmed they had charged a teenage boy with manslaughter and that he had been
bailed to appear at a children's court in the near future.
An 18-year-old woman from Ringwood North died when the 5.5-metre Hallett Scorpion speedboat
smashed into a tree protruding from the water near Nicholas Inlet, about 1.30am (AEDT)
on Sunday.
She was thrown into the water on impact and disappeared.
Sergeant Steve McRae of Eildon police later said the woman suffered head and chest
trauma and was believed to have died from her injuries, not from drowning.
The driver suffered minor injuries and was taken to Maroondah Hospital with a suspected
broken arm.

Silverchair will receive a lifetime achievement award from Australian MTV at the music
channel's Video Music Awards on Sunday.
The Newcastle rockers will be presented with the first Australian Video Vanguard Award

Vic: Parts company shutdown to hit car industry

MELBOURNE, Aug 18 AAP - Production in Victoria's car manufacturing industry was set
to slow today after workers at a Melbourne car components plant were stood down, the company's
administrator said.
Ajax Engineered Fasteners, in south-east suburban Braeside, has been battling mounting
debts and a row over almost $12 million owed in employee entitlements.
Administrator Stephen Longley of PricewaterhouseCoopers stood down the 189 workers
this morning after negotiations with car companies, which it was hoped would keep the
company going, ground to a halt last night.
He said talks had reached an impasse on how underlying future losses were going to
be shared between the car companies.
Mr Longley said today's shutdown would result in a significant disruption to supplies
to the automotive industry, complicated by the fact that the furnaces had been turned
off and took seven days to restart.
"We actually don't have any cash at the moment to trade the business," he told ABC Radio.
"We've spent the last of it this week in paying the payroll and received some non-refundable
contributions from their customers to be able to pay the payroll and keep the doors open
to date.
"We can't keep trading the business for the benefit of the customers without their
longer term commitment over the next month to fund the operations."
Mr Longley said today's shutdown would have a flow-on effect on the industry.
"I think the effects of even a shutdown for today - even if the customers came back
and resolved the matter to our satisfaction today - I think there would be disruptions
to production at our direct customers, if not the manufacturers."
Federal Treasurer Peter Costello said he hoped the business could be saved to support
Victoria's critical car manufacturing industry.
Either way, workers' entitlements would be safe, he said.
"The federal government has a scheme which we put in place to guarantee employee entitlements,
(but) if they can be paid out of the assets of the company they should be," Mr Costello
told ABC Radio.
"In relation to the car industry, particularly in relation to the components industry,
I would hope that the business itself would continue, particularly if this is one of only
a small number of businesses capable of supplying those components.

Fed: Police swoop on Canberra suburb
A three-hour stand-off in a south west Canberra suburb has ended with a man surrendering
to police.
Police say the man .. who's in his 30s .. has turned himself in at Woden police station
about 5.30 pm (AEST).
They've confirmed a firearm was involved in the incident in Rivett .. but they're not
willing to reveal any further details.
More than 70 children were locked into the local primary school and a child care centre
.. while police wearing flak jackets searched for the man .. following an incident in
another suburb.
